Second Conference on Railroad Industry
Structure, Competition, and Investment

Jointly organized by the Institut D’Economie Industrielle (IDEI) at Toulouse, France and the Transportation Center at Northwestern University in Evanston, Illinois, this conference was an international forum for research on an established industry that is worldwide undergoing dramatic changes in the 21st century. The conference was partially underwritten by funding from the Federal Railroad Administration and other sponsors.

Following a successful "First" conference in Toulouse, this conference assessed the performance of U.S. freight railroads nearly a quarter century after being deregulated by the Staggers Rail Act in 1980, and considered uresolved issues of economics and public policy. The Conference also considered the relevance of U.S. experience to rail freight development elsewhere in the world -- and vice versa.

The conference papers were selected and reviewed by a distinguished Scientific Committee, to whom the organizers extend their particular gratitude. The complete conference agenda, all papers, speaker biographies, and most of the slide presentations are available through links on the schedule page.
